Dheeraj Joshi, widely known as Bhappa, is originally from Baitadi in Far-Western Nepal. His public work began in Kanchanpur district, where by 2014 he was already documenting and supporting the rescue of children from child labour alongside local child welfare bodies.
In 2015 he became an executive member of the District Child Network (Jilla Bal Sanjaal), Kanchanpur. In 2017 he joined the Leo Club of Mahakali Classic, and in 2020 he began working with a child rights organisation he has listed as National Campaign For Child Rights, NCCR-Nepal.
His work later extended to Kathmandu, where independent news reporting in 2024 named him as a member of the Kathmandu Metropolitan City Mayor's Secretariat, responsible for matters related to children, and also contributing to legal and educational affairs. He has also been photographed taking part in community disaster-response efforts, including earthquake relief support to children.
